Why Your Frequency Is High

Frequency is impressions divided by reach — how many times the average person saw your ad. It rises when spend is large relative to the audience actually available to you.
The usual causes:
The fourth matters more than most people account for: platform-level frequency can look acceptable while a single creative carries most of the impressions.
People reach for a frequency cap first. That treats the symptom.
Frequency is arithmetic: impressions over reach. If spend is buying more impressions than your audience can absorb, capping frequency does not create more people — it just stops delivery once the cap is hit. You trade high frequency for underdelivery, which is usually not the trade you wanted.
The question worth asking is why the audience cannot absorb the spend.
The most common cause. Scaling budget on a fixed audience raises frequency mechanically. Nothing is broken; you have hit the ceiling of that audience.
Estimated audience size is not the number of people who can actually see your ad in a given week. Placement restrictions, device restrictions, language, and simple daily activity all reduce it. A retargeting pool of 50,000 might have a fraction of that active in any week.
Excluding purchasers, existing customers, and recent visitors is sensible individually and can compound into a much smaller pool than intended. Check what the exclusions remove in total, not one at a time.
If delivery has consolidated onto a single asset, effective creative frequency is far higher than the campaign-level number suggests. The viewer does not experience campaign frequency; they experience seeing the same video repeatedly.
Not all high frequency is a problem.
The question is not whether frequency is high but whether performance is decaying alongside it. Rising frequency with stable CTR and CPA is not urgent. Rising frequency with falling CTR and rising CPM is fatigue.
Treat high frequency as a question about audience size and creative variety, not as a setting to change. Cap only when you have decided that limiting delivery is better than widening the audience.
